Displacement and Gentrification

From the 1970s on, Los Angeles was transformed into a center for entertainment, consumption, and commerce for the affluent. Mirroring the urban development trend across the nation, new construction led to the displacement of low-income and working-class racial minorities, as city officials targeted these neighborhoods for demolition in order to spur economic growth and bring in affluent residents. Responding to the displacement, there emerged a coalition of unions, community organizers, and faith-based groups advocating for policy change. In Building Downtown Los Angeles, Leland Saito traces these two parallel trends through specific construction projects and the backlash they provoked.

This movement history covers the decades of work to end legal support for segregation in 1948; the 1960s Civil Rights movement and CORE's efforts to integrate LA's white suburbs; and the 2006 victory preserving 10,000 downtown residential hotel units from gentrification enfolded within ongoing resistance to the criminalization and displacement of the homeless. Ken Bernstein, a Principal City Planner for the City of Los Angeles and a national advocate for historic preservation shares how Los Angeles has led the nation in historic preservation and how other cities can do the same.

The promises and conflicts faced by public figures, artists, and leaders of Northeast Los Angeles as they enliven and defend their neighborhoods. Los Angeles is well known as a sprawling metropolis with endless freeways that can make the city feel isolating and separate its communities. Yet in the past decade, as Jan Lin argues in Taking Back the Boulevard, there has been a noticeable renewal of public life on several of the city's iconic boulevards. These arteries connect neighborhoods across the city, traverse socioeconomic divides and ethnic enclaves, and can be understood as the true locational heart of public life in the metropolis. Focusing especially on the cultural scene of Northeast Los Angeles, Lin shows how these gentrifying communities help satisfy a white middle-class consumer demand for authentic experiences of "living on the edge" and a spirit of cultural rebellion.
