If you're looking for places to publish your review (or other publications), you might try the Journal Author Name Estimator (JANE) https://jane.biosemantics.org/. JANE will make suggestions based on the text you enter, and identifies open access publishers.

You can look for open access publishing policies on a broader set of titles (not specific to UC or UCLA) by using Jisc Policy Finder https://openpolicyfinder.jisc.ac.uk/. Jisc Policy Finder can also help you find open access policies from funding agencies (NIH, NSF, etc.).
